Links invisible on PC in IE on frame page

I tried your suggestion of removing the CSS and uploaded a "dummy" version.
I posted "booklist_nocss.html" (the shell page) and "list_nocss.html" (the right hand column with pictures of books and invisible links) here:

Links now appear like text outlines! Anchor links still aren't working, It's ONLY problematic in IE on the PC and ONLY on this frame page.
All the links and anchor links on other site pages work fine in EI/PC -- just not on the frame page.
I would never use frames, but this is a site created 8-10 years ago in GL4 that I've been updating through the years and now, I'm using CS2. A total redesign is not in the cards at this point, unfortunately.
Appreciate your thoughts.
