I don't think I agree. I was briefly fiddling about with the latest version of RW at a friend's house this afternoon.
Although purely an amateur 'dabbler' he has bought quite a few third-party themes.
I must admit I was surprised to see not only how many options there are for integrating the likes of jQuery, but also themes with optimisation for the likes of iPhone/iPad.
All this is rather slicker and with generated code which is typically considerably better than anything I've seen produced via DW or GL templates.
The design elements are perhaps more of a subjective issue, but then if one is supposed to be offering creative design then I don't consider that a major limitation - if the foundations are sound, you can do quite a lot within those frameworks, albeit it personally I'd probably want to take it outside the RW editing environment.
But for what it costs, I still have a lot of time for RW, and would contend it's infinitely more focused and intuititive for its target market than Flux for instance.
