I think their way of measuring this is still rather sketchy/buggy.
Looking at some sites in my google tools account shows their performance going up/down noticably even though they haven't changed a bit in *many months*.
I'd also suspect the server's speed to play an important role in the results - not much you can do about that.
And then there are these silly generic suggestions to combine your external css and js into a single file. Ha, I want them separate, so I can work in a more efficient, organised manner.
It's all rubbish ;-)
