The following comment came up in a discussion on our campus about support/testing for IE6...
"A lot of people in other countries don't have the latest technologies and will often have older versions of OSs and browsers."
I couldn't help but wonder if this might be an example of "conventional wisdom" that could be way off the mark. The notion that the rest of the world (or more specifically the "Third World"?) is surfing away on Pentium II machines running Windows 95 could be, it seems to me, a bit of cultural imperialism. Why would all those hundreds of millions of new internet users in China, India, Southeast Asia, etc. be using old technology? Did we ship all our old crappy computers overseas for them to use?
I did a bit of googling, but didn't find anything relevant. So I'm wondering if any of you GoLivers have run across any specific discussions that might support or refute the notion about the "rest of the world" being behind the ball techno-wise?
